About Mercy Corps and Small-Town WASH (STWASH)

Mercy Corps has been present in Nigeria since 2012, focusing its interventions on adolescent girls’ empowerment, economic development, Water Sanitation and Hygiene, and conflict mitigation. With the insurgency spilling over from the Northeast of Nigeria and causing displacement of millions of individuals, Mercy Corps started its humanitarian response in 2014 to address the rising humanitarian needs. With multiple funding from institutional donors, foundations and private corporations, Mercy Corps continues to assist to meet the basic needs of vulnerable populations in the areas of food security, shelter, water and sanitation, protection, and livelihoods.

Mercy Corps working in Nigeria since 2012 seeks to intervene in WASH. With an estimated 62 million people living without access to basic drinking water, and 42 million practicing open defecation, Nigeria has some of the largest gaps in access to water, sanitation, and hygiene (WASH) services in the world. The lack of access is most critical in the Northeastern States of Borno, Adamawa, and Yobe (collectively the BAY states) where the decade-long insurgency by Armed Opposition Groups (AOGs), as well as dynamic conflicts between ethnic and religious groups and organized crime, has led to displacement of millions of Nigerians (1.9 million people as of January 2019).

The Small-Town Water, Sanitation, and Hygiene (STWASH) program is a five-year, initiative funded by the United States Agency for International Development (USAID), covering the states of Adamawa, Yobe, and Borno in Northeast and a recent expansion to the Southern states of Imo, Delta, and Abia. Our team is led by Mercy Corps in partnership with WaterAid. The two organizations are well placed to support the sustainable improvements in access to basic water and sanitation that are necessary to facilitate ongoing recovery, peacebuilding, and economic development across these regions.

The goal of the program is to facilitate the economic recovery of some crisis-affected communities and bolster the capacity of the state governments to provide essential WASH services, create and sustain an enabling environment for Small Towns' Water Supply and Sanitation Agencies (STWSSAs), State Water Board (SWB) and Water Consumers Associations (WCAs) etc to thrive.

Rationale

Conducting constant research and analysis to understand the dynamics created because of our interventions, shape our programming and assists Mercy Corps to make evidence-based decisions. Making course corrections is at the core of our programmatic approach to improve an adaptive learning process. Results from this assessment will provide insight into trends, results, and sustainability of the project and will inform further engagements with small-town governance structures as well as project intervention strategies.

Mercy Corps Nigeria, (Humanitarian, Early Recovery and Development) will continuously commission series of quantitative and qualitative data collection on program activities across multiple sectors (Livelihood, Wash, Cash Transfers, Shelter, Protection, Conflict Management, Peacebuilding, Agriculture etc.) which will range from;

Household or Individual surveys (baseline, mapping, midterm and or end line)
Market Price Monitoring
Post Distribution Monitoring for food cash transfers, NFIs, and grants for business start-up and or expansions
Participants registrations, mapping, and profiling exercises
Market Analysis or assessments including small, medium and large trader business performances.
Ad-hoc assessments of key interventions (e. g pilots)
Data Entry etc.

These will employ numerous techniques including structured survey questionnaires for individuals and businesses or institutions, focus group discussions, Key informant interviews and any other methodologies relevant for the specific project scope.

Objective of the enumerators assignment

The field enumerators are primarily responsible for collecting qualitative and quantitative field data and data entry using mobile platforms (e.g.Ona or CommCare). They have direct contact with respondents and have a great bearing on the quality of data collected and ultimately on the quality of data output.

Note: Enumerators would undergo training on the specific tools to be used for each assignment before deployment to the field. Different criteria, which range from skills, experience in research or any form of data collection, availability, knowledge in certain technical areas, contextual understanding, and familiarity with the local language of defined data collection area, would be the main criterion for selection of enumerators for an assignment.

Position Summary

The Enumerator will work closely with STWASH team to ensure the implementation of data collection (at households, institutions, health centers, households, schools, markets, and motor parks etc) and any other data collection exercise required within the contract period.

After receiving training on how to use the Data collection tool and understanding the assessment questionnaire, the enumerators will collect data via mobile devices in the field with ST WASH officers. This work will take place in small towns in these locations States, Adamawa (Ganye, Girei, Song), Borno state (Biu, Shani, Kwaya Kusar), Yobe state (Damaturu, Potiskum. Geidam) Delta State; Ogwushi -Uku, and Ogwushi-uku Hospital axis. Abia State; Ubakala, Umuahia and Ariaria. and Imo state; Otamiri axis and Egbeada. During daily field visits, each Enumerator will work any day required by ST WASH and payments will be made according to the number of days worked and the number of accurate entries made at the end of the exercise based on the completed attendance sheet and report.

Essential Position Responsibilities and Duties

Specific tasks will include (but not limited to):

Share field notes and recordings as they are available with the Mercy Corps Research team.
Transcribe audio recordings of interviews (assigned).
Participate in After Action Review at the end of the data collection exercise.

Participate in daily debrief sessions with the Research team lead, to present findings and invite input.

Conduct in-depth interviews on access and use of WASH facilities and Services and capacity building efforts.
Enumerator must have an Android phone/tablet installed with Android 4.0 software.
Work closely with the supervising ST WASH MEL staff officer to administer the total number of forms required for the assessment according to the participant list.
Informing the ST WASH team of any misinformation/lack of information, complaints, or additional feedback from project participants.
Follow Mercy Corp’s policies regarding information and data management and protection of project participants.
Participate in initial training sessions.
Conduct key in-depth interviews (KII and FGDs) in the assigned communities.
Interpret interview questions to assist respondents in understanding and providing relevant answers.
Double check information on survey forms or information pads to ensure the accuracy of information.
Engage in data entry in cases where paper base options are used.
Comply with quality and research ethics requirements during fieldwork (this includes data protection and information confidentiality of respondents or target project participants)
Participate in a less than or half-day daily debrief sessions to share field experiences about the

community and entire data collection

Enumerators are expected to be respectful of the community, community leadership and membership and cultural context and maintain security awareness at all times.

Basic knowledge, skills, and abilities required

Educational qualification minimum of National Diploma or NCE
Experience in conducting quantitative and qualitative research in North East and Eastern Nigeria.
Experience working in selected communities and a good understanding of the local dialects is preferred ie reading and writing a clear and concise note.
Experience using mobile data collection tools (ONA and COMMCARE) and analysis using participatory methodology with basic ICT skills.
Able to adapt within a work environment containing individuals of multiple and various cultural, ethnic, religious, and educational backgrounds.
Possess a degree of flexibility to work and availability to respond to comments and questions in a timely and appropriate manner.
NGO and organizational experience – aware of and adhere to the general rules and regulations of Mercy Corps.
Additionally, to be eligible to apply, an individual must possess a Tax Identification Number (TIN) and bank account.
Good resistance to stress and workload. Candidates must be resident in the underlisted communities of Borno, Adamawa, Yobe, Abia, Delta or Imo states, and be willing to carry out any task assigned as captured herein or related.
Being resident in Adamawa (Ganye, Girei, Song), Borno state (Biu, Shani, Kwaya Kusar), Yobe state (Damaturu, Potiskum. Geidam) Delta Ogwuashi -uku, Imo- Owerri (Otamiri area & Egbeada), Ubakala, Umuahia and Ariaria (most specifically from the defined enumeration area) will also be an added advantage.
Ability to work under pressure and demanding circumstances alone or within a team.
Because enumerators are to be recruited from these specific small towns or locality, they will be responsible for their transportation and accommodation in the town they chose for the exercise.
High regard for cultural norms and traditions.
Demonstrate good interpersonal communication skill, respect, patience, and good leadership skills.

ORGANISATIONAL SUPPORT

The Enumerators will be managed by the Mercy Corps staff who will provide technical support.
Enumerators are required to own an android phone for data collection. Enumerators android devices will be expected to be in good working condition. How ever Mercy Corps will provide mobile devices where available.
